Zilean new Passive

Isnt this a nerf for since with his old passive to reach level two (280 exp or two minion waves) it would take 22.4 seconds faster which is great but with this new passive to reach one level of full exp it would take 11.6 minutes or about 12 to reach level 2 from level 1 this is not useful . I know its used to finish off a level but why the old passive is just better the new one is useful only in very small situation which your adc needs their ult that's about it. needs a visual update and maby a tune up to his spells not a neuf
