Lucian, hands down. Others are good (really, everyone) but OFC fan favorite and poster boy Lucian outshines everyone still, even after the "nerfs."

Lucian is a contender, but after his nerfs it's at the top (at least in solo queue).

Great laning phase, damage scales well into late game, range is broken, traps are cancer, headshots wreck, and she has great self-peel with the net. She has no downsides.
