I have no association with this but Squishie, I watched the game on replay.gg (EUW), as I've never experienced a scripter and wanted to see what it might look like. I am not sure if he is or not. If he's scripting, it would be for dodging skill shots and potentially auto attacking targets. It's not for CSing. He did have a good CS score but watching him in lane, he was missing a bunch that he should not have missed if he was scripting likely.
That being said, there was a fight in later laning phase that he seemed to do an excellent job of dodging both your Caitlyn net and your support blitz's hook one right after another in opposite directions, with only the minimum adjustments necessary, while still always moving up and attacking you. That seemed very skilled, but not out of the realm of possibility.
Then there was a mid lane team fight where you 4v1'd him and he was able to kill 3 of you while surrounded and almost got a quadra. I've personally, never seen any adc put out dmg that fast in such a short time frame on so many different targets in different directions while seamlessly swapping from targets who he has vision on to targets he doesn't and back again. Seems to be beyond the abilities of a regular person to a degree. If those are his legit skills, he should be in the LCS (after working on his cs a bit)
Finally, While a siege was happening on bottom inhib tower, 3 people approach him and his support (3v2) and he instantly and just barely manages to dodge about 4 different skill shots of varying types consecutively and with no excess movement beyond what was minimally necessary while maintaining forward motion the rest of the time. This is followed however about 10 seconds later by taking an Orianna ball to the face, however that's a hard one to dodge and it seemed perfectly placed.
I kind of feel you have a potential case here myself and would encourage a riot employee to watch for themselves. No one likes cheaters.
My 2 cents
If you record your games you can send in a clip showing the scripts to player support. I did this once and the guy was instantly perma banned. Also i've noticed that scripts will always dodge using the lease distance possible so if you are playing the right champion you can beat them by controlling their movement. (ex: Tormented Soil can be placed on them to make them walk into/away from your team just to dodge the negligible damage.
