A question about new minion pushing and AFKers

With the new minion pushing mechanics finally rolling out, I must ask, since it does not appear in the patch notes, what, if any, effect does an AFK player inflict on the teams' minions?

What I'm really wanting to know is, will an AFK player lower his/her team's average level? If the AFK is included (and for the ease of argument, say level 1), won't that team be at a pushing disadvantage? Regardless of how fed and dominating the team might be performing with only 4 players, they will have to work extra hard at managing minions and pushing waves, all because of a factor they truly cannot control nor foresee.
