It's not.

If you decide to /mute all every single game, you won't get banned - the system looks for either key words in your chat, or signs of int feeding before being punished, or just receiving a huge number of reports over a long time (a la singed support).

I /mute all almost every game anyway. No one says anything useful except tilting nonsense.

I believe that it only refers to extreme levels of refusal.

Ignoring the occasional ping or muting everybody is completely fine, but refusing to act as a team member at all (even if you mute people, you can see their positioning and movements and still act like a team) like split-pushing when the enemy is at your nexus, refusing to teamfight whatsoever, stealing farms/camps unnecessarily, and so on.

To be honest, you really have to go out of your way for this one. Even if you mute people, it only takes a basic understanding that most people should innately have (er, with exceptions) to understand what your team is doing.

It's a team game. You don't have to communicate specifically through chat. Use pings or mute everybody. They can still see your messages when they're muted.
