Taric Heal
From what I've seen, Taric's heal hardly even heals u. So the only things that make him a supp is the rest of his abilities cause his q's pretty much useless.

You're using him inefficiently. Taric's heal benefits from his passive far better than any of the other abilities. If you heal then auto-attack minions or a champion, Taric's passive will reduce the cooldown, and your Q will be ready to use about .5s after the last AA hits at all levels invested in Q or cooldown. This allows Taric to spam his 1-stack heal, and double hit his target. This technique is good for Baron, pushing a lane solo as Taric, or just wailing on people in teamfights.
Taric was never a power healer, his abilities always centered around scaling armor, health, and AP damage tied to a scaling stun. His rework stripped some of his damage and added more situational utility. He is actually more of a traditional support now than he was before the rework.

nope. considering it costs 60 mana regardless of stack amounts, using it at 1 stack is terribad waste of mana.
Not if your goal is to push a lane, wipe out a siege minion ASAP, or get your stun back up faster. Using his 1 stack heal to add extra auto attacks is a way to add utility. In the late game when you have the mana to burn anyway, it can also get your stun up faster. Late in the game, Taric's 3 stack heal takes too long to acquire, and won't save anyone in the middle of a fight. Landing multiple stuns by using his Q as a rotation spell for his passive is a legitimate boost in his utility when he's in a melee anyway.
Mana is just a resource to spend. It's what you get out of it that matters. Killing a siege minion and saving a tower, or pushing a lane before a recall is absolutely worth burning mana for. The stun rotation is situational.
Considering he also shields you and gets to create a crazy vector stun I think his heal not being a crazy AOE is probably a smart balancing tool.

Still, with him being a supp champ he should atleast get a decent heal

I understand why you feel that way but again reconsider for the sake of balance, he does provide a shield, his stun is AOE, and he gets the ability to AOE create invulnerability so I mean having a strong heal plus all these other things would be excessive.
He heals for 60 HP at max stacks, that's the same amount he did before. Except now it can affect more than just 2 people. His heal is even stronger now than pre-rework.
If you want to complain about shit healing, the actual weakest healer in the game is Sona, who's is only 30 HP AND has the most expensive mana cost to boot.
Leona has no heal. Thresh has no heal and a mediocre shield. Blitz has no heal.
What's this idea about sup champs HAVING to have heal?...
well, the healing is part of his kit, it's his freaking Q.
thresh and leona and blitz area lot more CC oriented, they have a ton of CC
taric has one CC, his E, which can literally be sidestepped now since it's telegraphed as hell.
If you build his q first and only use it max stacks it works well.
