No Kayn on Blood Moon game mode?

I couldn't wait to try Kayn on this game mode, but from some reason Riot thinks Elise, Lee and Kenan qualify more as an assassins than Kayn

The Problem why he is excluded would be because of A Red form and B his passive Build up to transform
