Or... Riot could make Rengar's combo take much longer by removing the "second charge" that comes with getting 5 Ferocity, and increasing the CD of rengar's Q by ~5 seconds at all ranks.

Then remove the ability for him to use abilities during his leap.

The only "Rengar Mains" play him to delete someone in 0.01 seconds. The fact that Rengar can do so is what's degenerate.

Riot has done worse to Kha'zix, and arguably Rengar needs the same treatment (Nerf everything about him, then nerf him some more).

Kha has been in the garbage bin for years. Only a few times has he popped up slightly strong with the right item changes and then he got nerfed again. How is that reasonable for any champ?

Also riot didn't turn him into a clunky mess like what you are proposing.

which is where more than a few champions (like Jax and Rengar) should end up, because they have degenerate gameplay, much like how Kha'zix has degenerate gameplay.

Riot kinda did turn Kha into a clunky mess on several occasions, like when his isolation radius was so large he'd never get isolated Q if you were in lane. Even now he can't 100-0 someone in a single combo, which demonstrates how much of a failure he is as an assassin.
