Unless all players in a region are having connection issues, it is not on riot's end. Every time I have ever experienced even mild connection issues (like it takes a few tries to load the game, once I'm in game it's a little laggy, once I disconnected from a match) riot has disabled ranked and gave loss prevented and I'm sure disabled leaver buster.

In cases where most players (or even 20% of players in a region) are not having connection issues, then the problem must lie in personal home networks, subregional Internet networks (e.g. Your ISP had a problem), or faulty computers. In any such case it's not riot's problem and it's unfair to those of us who actually have a good connection to allow people to leave freely on us.

It is on Riots end because I've been disconnected for two games within 24 hours.
