Per-character keybinds / smart-cast settings?

I've been away from the game for ages playing HotS - and one of its most useful features is being able to preset - for each character - whether each individual ability casts with default behaviour; quick-cast (cast on key press); or smart-cast (cast on release with indicators).

As far as I can tell, LoL forces you to use the same keybinds, and same smart-cast settings, across all the different characters you have.

Is there a solution or work-around for this? A quick google point to a github utility from years ago that automatically addressed this, but it appears to be defunct, and won't even launch on my Win10 PC; and that's without figuring out if it would trigger anti-cheat or not.
