How come Ezreal's Q cooldown reduction effect doesn't scale down with his CDR?

Taric's passive, which has a similar "reduce cooldowns on hit" effect, scales down with his CDR so that he isn't effectively double-dipping on the stat.

Is there a reason Ezreal's Q doesn't have this? Especially when his core item_(s, Triforce or IBG)_ each give 20% CDR, followed by 10% more from Ionians.

Hell, if you did this, then maybe you could get away with giving Manamune 10% CDR and make it not basically a joke of an item on anyone else.

Ezreal has no CC unlike Taric. That's pretty much why he never needed a nerf to his synergy with CDR. I mean, letting him double dip makes sense because all he gets from it is more damage and a little more mobility. He's a carry, his job is to deal damage, and carries have multiplicative scaling so this is a unique way to make him scale without relying on crit.
