What is Match Maker actually?

I have no idea what Match Maker is or what it does. Every time I ask I get the gist of "it makes the matches 50/50." This isn't enough for me. I want the minute details. The stuff that doesn't seem like it matters but it does. I would like to know the process of how it decides what skill level you are and everything.
