Garen OP?

The Champion: I was just wondering if this champion is OP for just a STARTER champion.

He has his passive Perseverance: when he is not hit within 10 seconds he heals 0.4% of his HP each second (if he gets hit by a minion it wont stop healing), so if he was being chased by an entire team barely surviving he can heal it all up (if he has heal and potions he will heal a lot faster) and get back to the fight like it was nothing.

q: decisive strike he gains a speed boost and breaks free of all slows ok that's fine but then when he hits his target it deals bonus damage AND SILENCES the target. Silence? Why or how can he silence people by just hitting them with just a big sword (a lot of players max this 1st) so if I was being attacked by him and he uses his q the victim wont have a chance to fight back because he/she is silenced and he can throw in other abilities too.

Next is his w Courage increases def and reduces cc durations ok INCREASE def on top of other things like his normal def, ITEMS if he gets all tanky he can just tower dive and players will have a hard time taking him down because of how tanky and his atk power and abilities.

Then his e: Judgement he spins doing damage ok that's fine but with his other abilities? Wow that'll do A LOT of dmg to you (depending on what champion you choose) so lets recap (or just read again) he has his passive which heals him, his q which breaks free of slows and dmg's and SILENCE the target, his w reduces cc durations and increases def his e which does a spin and does dmg.

Lastly his R: Demacian Justice. (Riot how could you!) Garen's Ultimate will finish off players depending on how much health they are missing so if I was playing as him and I was chasing somebody I would use his q for extra speed and then use his r to finish them off. If you are around 10%-20% call yourself screwed over. YEAH THAT'LL TEACH THE PRO'S TO STAY AT SPAWN! OH AND YOU KNOW WHAT! HE HAS NO MANA BAR SO THAT MEANS HE CAN JUST SPAM HIS ABILITIES (Just like Rengar and Katarina etc.)

Pricing and Other things: For all that he IS just a starter for a low price of 450 IP or 260 RP. Compare him to other starter champs he can take on almost all of the starter champs on a 1v1 tournament. Personally I think he should be nerfed (A LOT!). He is a starter that is op especially in the early game for him to be so tanky and for him to do so much dmg. (Maybe the better players wont see him as a threat but this is what I myself what I think)
