Viktor E cooldown is too high
His laser has 9 sec cooldown at level 5 and the problem is: if I get +15% CDR from runes and +5% CDR from masteries, I need other 20% CDR to have 5.4 sec CD on his laser at level 5, that is pretty high. Besides, I can obtain it just with
