Does Annie feel a bit too tanky to anyone else?

level 1-3 she can outtrade a lucian without using stun, i'm a little bit in awe of what I just experienced in a game. She built ROA and outdamaged every assassin/adc in the game, while completely chain CC'd her tibbers was able to kill me before I could burst her down with every spell / double auto passive I could use, we were both at full health when the fight started, but I was lucian on her with a gragas keeping her stunned, she eventually actually got a double kill, not a bit of armor or mr anywhere to be found, just a RoA and tier 1 boots...

This is probably the least fun champion to play against on earth right now
