FPS issues

So I've brought this up before and I've seen maybe.. 2 other posts on it? With preseason here I am hype tbh (even though I know It's not gonna bode well for me) Everything is poorly optimized. At first I thought my huge loss of FPS was just my PC finally dying on me and it's not the greatest PC in the world Ik this; then I saw a QT stream where him using the new runes tanked his FPS below the 60 threshold Thresh So I took some action. Wiped my PC and got a clean install, defragged my hard drive, optimized my drivers and even did reverse updates to see what worked better. Nothing changed. I usually have at least 40-50 FPS in laning phase, this goes for all lanes. I've even had my friends who have much better rigs than I will ever have complain about huge amounts of FPS drops from over 200 to as low as 23 when a teamfight happens. Now I know it's preseason and things are going to get fixed eventually but I haven't seen anything on this. I'm lucky to have over 8 FPS in a teamfight now and that's realllllly bad. The game is actually unplayable for me right now. I'm just wondering if anything is being done? as far as I know this isn't a huge issue according to the boards. I can't say for sure whether or not it's just my my crappy desktop but I know that well before preseason this wasn't a problem

My crappy PC specs? AMD A8-6410 APU with Radeon R5 integrated graphics 2.0 GHz (Yes I know it's bad don't tell me something I already know) 8GBs RAM and a 1 TB HDD I've gotten this game to run as well as I want it to for almost a year now so I don't see why all of a sudden it's not working properly

Edit: If you're gonna comment some shit like "Just get a new PC or upgrade and stop complaining" Then don't bother, might as well just downvote if it were that easy to just get a new PC I would have already done that. thank you <3

Thanks for reading my complaints [slayer-jinx-catface]
