A problem with PBE

So I wasn't sure if I wanted to post this on the PBE forums or just here. Here seems fine enough though. I've played roughly 20 games in the past 2 week on PBE while I wait to get paid so I can get my main account back (refund issue if that truly matters) and every game is just as bad as the last. I don't mind that the players aren't that good or they're playing someone new, I don't even care what rank they are but toxicity is running rapid on the PBE. People flamming for any little reason, people not playing because they messed up or they start blaming someone else. I know that negativity in players is impossible to avoid and I try my hardest not to be toxic (though honestly who will believe me) However, the problem is that in PBE it's much more prevalent and I guess as with the issue on live servers; report don't seem to so anything. I can honestly say that PBE is far more toxic than live servers. I have had a lot of AFK players who willingly state "I'm gonna AFK because my team is garbage" in all chat, people antagonizing in all chat, blame being shifted, racial slurs that were obviously serious, people flamming in other languages so that people like me can't tell what they're saying (yet obviously when you speak Spanish and catch them they result to just insulting you and trolling) Is there anything being done about this? Why is this allowed to go on? I can't express just how bad it is on PBE and it sucks to see this community LITERALLY fall into the trash bin. I am by no means a god like player I barely scraped by in plat on my alt account but this is honestly ridiculous. I never knew it could get this bad. My last game EVERYONE excluding my ADC and I were flamming each other and going AFK at spawn (but still typing in chat to make sure you know that they're just not good people) It's like trying to watch over a bunch of children. This is a sad time for the PBE.
