Fixing Dynamic Que

I just wanted to make a small suggestion to fix what seems to be a sort of bugged out dynamic que. I've noticed that it's almost always picking a person's second choice, and I'd think it would be good to change the dynamic que to allow those who want to main a certain lane the ability to claim that. In that I mean if someone wants to que up for mid and only mid, let them deal with the wait time involved with it.

This would also mean that if a person put fill as their second choice because they want to get in que faster can now in fact be reported and investigated by a rioter if the issue arises too often. It's not fair to players who feel they only want to play certain roles to be forced to play a second one, it's also not fair to a player who gets X role to have it taken by another player who put fill in because they only wanted to play their role in particular. I know it's happened in a lot of games since dynamic que started and I think this could help solve that issue.

Does anyone else see this as a solution, or have another solution in mind?

(also don't know if making a suggestion is something I should put here or elsewhere.)
