New Champ Select and Refusal to Follow ones Role

So I wanted to know if there was anything that could be done about the Title. If someone doesn't get their preferred role and walks into champ select saying they refused to do the role they were asked how do we report that? I'm not going to bore you all with my last game, but suffice it to say someone got forced into a role they never played because first pick refused to play the role they were assigned.

So with this new champ select is there going to be some way of reporting a person's blatant refusal to play a position and causing a team to lose due to that fact?

P.S. Reposting because I put this in the wrong Section. But I would like some real Feedback on how this can be changed for the betterment of the new champ select.

edit 1: Just to clarify the situation I'll post an example. One person has mid and another is at top. The person at top asks mid if they could switch. the person at mid says sorry I can't play top very well. once champ select begins the person assigned top locks in Leblanc and says, I'm mid. Even after protesting the player who is meant to play mid reluctantly goes top, but has no champs he's comfortable with, and the entire time both players are bickering resulting in a loss. This is the issue that needs to be reportable, especially if this system is going to end up permanent.

If someone says they are support and they do not purchase sight stone or ward, then I report them as much as I can.

How about adjust ?

The roles are not set in stone, counter-picking exists and is a major part of the game.

Hmmm, I guess you just have to write a long description of the behavior you are reporting since there is no category that seems designed for it. That said, I find it strange that you only find the behavior worth reporting if you lose the game. IMO, bad behavior is worth reporting regardless of the outcome of the game... Also, honor is worth giving regardless of the outcome of the game. Reporting players only when you lose a game just seems to me as if you are looking for someone to blame because you lost rather than objectively considering their behavior. Obviously, the behavior you described is bad and worth reporting regardless of the outcome of the game. Moreover, it is difficult to say that particular behaviors caused the outcome of a specific game. It is likely that certain behaviors are correlated with lost games, but there are usually many factors in any single game that aggregate to a loss.

I don't think Riot is going to punish people for this unless it is determined the players are doing it to grief others consistently. Otherwise, we would have seen a lot of that prior to 6.1.
