The short of it is a decrease in Contaminate (E) versus minions/monsters. (This is coming from a person who has mained Draven [especially] and Twitch [on the side] together for a long time)

The long of it, Twitch is a powerful champion both when learned, and when just starting up (which it shouldn't be). Twitch had a decent laning phase in the past because, while he was strong in a straight out prolonged fight, he struggled in shorter fights. In addition, it wasn't that hard to straight up push Twitch under his tower and keep him there unable to farm or to simply miss CS. What changed?

In compensation for Twitch's loss of near complete invisibility (Q) he gained a longer duration in which he can hide from the enemy but lost safety if the enemy is already on top of him. In addition, Twitch also gained the ability to very quickly get up to 4 free poison stacks on those that stand in his poison cask (W). The stealth change is about net neutral considering that it both adds strategic play, but it also increases risk. In comparison between the previous and new poison casket (W), however, it has the potential to do next to nothing or a whole ton.

When it comes to champions, it's rather easy for a champion to simply either avoid the area of poison so as to avoid getting more stacks. Minions, however, can not. This means that, in tandem with his Contaminate (E), it is much harder to force Twitch into a corner where he will be stuck under turret and pokeable.

I don't think that Twitch should be punished in terms of his potential damage against champs and that this should stay in effect. What I do believe should be changed is his potential damage versus both minions and monsters [Jungle Twitch has a very good clear for AOE camps] so that you can't just become able to easily farm up.

Riot have a decent fix coming in the next patch. On the PBE, they're currently testing a +20 mana cost for his W. This should stop him from pushing so hard because he'll have to choose whether he wants to trade damage with a W here and there or farm with it: not both. His E mana cost already becomes quite high, so in addition to the new W cost he should become less oppressive in lane without touching any actual damage. Who knows: Riot might test some more nerfs next patch as well.
