Why doens't Talons passive work on jungle camps?
It works on Drag, Rift Herald and Baron, but not any of the normal camps. He'd be much more viable as a jungler this way.

honestly its probably because it would give him some of the fastest clear in the game that passive does ALOT of damage

They don't want him to be a viable jungler
Typical riot balancing because they dont want him jungling. Just like how certain abilities have a cap dmg against jungle camps.
They dont want him to be a Jungler. That would be another thing they have to balance.
if you havent figured anything out Riot has been cracking down on champions being viable in weird lanes since like Season 4. they want the game to be static. for the better or worse I like flexibility.
I don't think he would be an op jungle if he did. not by a long shot. he still takes too much aggro and uses too much mana. has no way of dodging damage and has little sustain. only if Q kills things. and is squishy. so yeah. this wwould make him maybe playable. but idk whats scaring them.
Idk why doesnt his E have a real cooldown with a window for counter initiation ?
Ye I always wondered the same, in mid game I'm able to solo drakes extremely fast with full combo (including ult) and passive procs as mid laner, yet i am struggling to solo blue buff lmao.
Honestly given that he is ultra niche in midlane
Only doing well against certain melee matchups
I am all up for a buff

While on this note, could we have this be the same for 
's Q for the -0.1% of us who play him jungle? It'd help to make him more viable in a lane that isn't with Xayah.
Jungle would become Talon's primary role I think, Same goes for Kled, it's why his bar doesn't fill up while hitting monsters.
Jungle talon already works fine, this would make it really too strong.
