Should champions with no resource bar have it do something?
They are thinking of giving Riven the edge resource, what about the other people who don't use their resource bar: Garen, Zac, Katarina, Mundo and Vlad?

Not necessary, only if it is a fitting mechanic that can be displayed on the resource bar for both the player's and the opponent's benefit.
For example, there used to be a thought to displayed Riven's passive charges on her second bar. However, one major argument against it was that it would be confusing - for most champions, a full bar means that they are at their most dangerous position. For Riven, it meant that she has already blown three abilities, meaning she was weaker than she could be.
Garen i cant see any current resource thatd fit him thematically and workwith his kit. As for katarina i still wonder why shes manaless. Also mundo vlad and zac use their health as their resource.
For those who said they already have a resource I am talking about using the secondary bar to show something or give them another mechanic not give them mana.
