I think the Sona nerfs were because Sona was very strong for a long time. Riot says that they're being careful with the OP champions like Ezreal before nerfing him. I think it was the same with Sona. I think Riot was being careful with her for a long time before nerfing her, and I think they're going to do the same with Ezreal and the like.
But I'm level 14, what do I know
The Sona nerfs would have made sense if they hadn't nerfed all the runes she uses too
Sona performed really well at the start of preseason and we all knew she was overpowered, easy to pinpoint what had made her overpowered, Aery-Klepto-Scorch-Manaband ECT So Sona nerfs rolled out, okay, then rune nerfs rolled out...alright Sona's doing pretty average now all good? NOPE here comes one of the most devastating nerfs and more nerfs to her runes R I P Sona
Also saying the process of the recent Sona nerfs as "careful" is a fucking joke
Riot used to buff/nerf a hell of a lot more champions each patch. The meta would change at least slightly almost every single patch. Somewhere along the last 2-3 seasons they realized that they could do a lot less work if they just dictated which champions were going to be meta and stay that way. Ardent from last season and ornn/maokai this season are good examples.
