Is zilean's Time Bomb damage and range needs nerf or nah?

The thing deals like 600 damage (+160% AP) at most for 195 mana. You're lucky just to land a second one. I feel that the stun doesn't last as long as it should, considering it should last for a 1.5 seconds worth but feels like its just 0.9 seconds since it stalls them for a short instance then they move again.
