I went 23/7 the other day with him on ARAM. First and only time I've played him after the rework. Delt twice the damage of the second best.

I saw a Garen lead the team in damage with nothing but full tank items. Not a single +AD item in his build.

Since he normally deals AoE damage, yes, you should except him to deal more damage than champions that are solely single-target.
