Xerath has destroyed an entire civilization and achieved Immortality through Transcendence. He's literally immune to physical attacks.
Syndra HAS A FLOATING MOUNTAIN ABOVE IONIA MAINTAINED SUBCONSCIOUSLY. Her magic wasn't 'Learned' from anyone, she was Born with this power
Bard Transcends Reality Itself and is responsible for ensuring weapons like The Egg are not misused (which he kind of failed at in a sense, but still)
Honestly I'd give it to Syndra but the others are extremely powerful in their own rights.
Lore-wise? Probably veigar.

Before Xerath got retconned, he was the main candidate. Now?

Born with the gift to control the very magic essence of anything and anybody with just a thought. Can maintain her creations seemingly indefinitely, surpassing even Ascended beings, such as Azir who can barely keep sand together for a moment (Shurima was buried under the sand, he didn't create it anew. He merely resurfaced it.)
Lorewise?

I mean, sure that
has a lot of raw power... but the destructive power of the Veigar's Spells is insane (Literally).
Veigar can create blackholes, summon meteor storms, meteors of dark matter, swallow souls, absorb magic, use magic of his enemies, corrupt the cosmos itself... did i mention The Black Holes?
Comparing an arcane storm of lightning bolts vs blackholes and meteors... Im pretty sure that the blackholes win.

Alright, I'm confused. Neither in Veigar's lore nor in his abilities does it say he can summon a black hole, so where are people getting this "black hole" rubbish from? If they're getting it from that line "a corrupter [and thus controller?] of cosmic energy", I suppose that could make sense; it's a little vague. But I took that more as an explanation as to why he can "bend the edges of space" around a person to stun them (with his e) or summon dark matter (with his w). Let's not forget that black holes are currently believed to form from a dying star imploding, which I don't think really constitutes as 'cosmic energy'.
As for the question, if not veigar than definitely
. It actually says her magic powers grow by the day, and if we look at her passive(transcendent), she managed to "transcend" like azir and xerath, but completely on her own. So even if she isn't as strong as veigar now, who's to say she won't be stronger in the future.

Got hit by the retcon bat, but he is still quite powerful, being apparentely immortal and capable of taking on both Nasus and Renekton.
is another amazing mage, who considered himself to be more powerful than pre-retcon Xerath. He doesnt seem particullary arrogant, and his actual knowledge on magic is unmatched, so it is worth checking.

Was stated to be one of the most powerful magicians in the entire planet by a high ranking summoner, at the age of 8. Her potential is not only amazing, but the sheer control and understanding of her magic are incredibly high. Whereas Syndra is all about potential, Annie's affinity for magic seems to be high on both potential and actual talent.
Has the potential to be incredible, but she is too arrogant and doesnt understand her own power (Red statement). Even if she has the highest magical potential out of every mortal (Which is possible), she is unlikely to ever reach it until she changes her current mindset.

is his in-game power. His lore notes that he is ''A powerful wizard in his own right.'', which doesnt inspire confidence in me when it comes to the likes of Xerath and Syndra. Even then, we know Veigar has been failling to achieve his goals, with Tristana herself making it quite clear she sees the Tiny Master of Evil as nothing more than a joke. Even if he has the potential to be the most powerful magician of all (Which i doubt), he is by far the most incompetent magic user in the game, so i doubt he would reach said power.
Can beat just about everyone, due to the nature of his powers. It is unknown how well other, more powerful magicians can resist his control, if at all. Sorta reminds me of Avatar's blood bending.
I'm a little biased but I'd say
is up there. We actually don't know for certain what his true strength is, since he's so mysterious, but I have enough headcanon to justify him being one of the most powerful mages in Runeterra.
