Am I At the Point Where Heimerdinger Just Gets Outplayed?

Silver III, going back and forth between that and promos into Silver II.

Just lost against a TF for the usual reasons, and lately it's getting to the point where everyone either outranges or plays around my turrets, hiding behind tanks and minions from the rockets, and get too fast for my grenade stuns. Am I at the point where mid Heimerdinger is no longer something I can climb to gold with? Because not climbing elo sucks.

Heimer has top winrate among top and mids in plat+ games

His play rate is very low, however, so he was probably picked either by people who are very confident in their Heimerdinger skills (he has the highest playerbase average games played for mid, and sixth for top) or into a very favorable team comp or lane matchup.

I largely used him to get out of Bronze in a month, but now, taking out the games where someone AFKs/lags/feeds, it seems like my lane opponent outplays me as Heimer in a number of games. Or I do well, but another lane does very poorly. Am I doing something wrong in the way I build, maybe?

To answer your question, you probably are being outplayed, but not because Heimer lacks options. Climbing out of Bronze tends to create bad/selfish habits, and now you're facing opponents that will exploit that. I don't know what you're doing right now, but try to shift focus more towards objectives and controlling teamfights. Heimer does that well.
