Ornn's current level of Strength. Does he need constant nerfs or should you let it pan out ?

I just wanted to hear from some people if Ornn Still needs more nerfs. I never pick up a champion until they have "settled in " basically getting all their nerfs and all their buffs out of the way. So thats a long ass time. Would really like to pick up ornn, MOnths after his release even though I own him already, but I see He has a massive amount of changes on PTE yet again. Just wondering when we are going to be done here, and If by the time I get to play him, is the balance team going to make him trash tier? Now i'm no expert obviously, I'm a garbage ass silver player, but on champion.gg he has a 47.55% win rate. and in the top 5 worst win rates. At this point i'm like, well I guess i should have been like everyone else and just abused him while he was strong because there is no incentive to wait until he has a 50% win rate.
