You can talk about player behavior. However, if you're going to talk about someone elses you can't use names. It's to prevent witch hunting.

Indeed it is to prevent witch hunting, harassment, and other players from targeting them. Player behavior is for discussing punishments, punishment systems, in-game behavior, etc. You're free to discuss these topics here and if you must talk about players in your game, please censor the names or not include them.
