Why is Cho'Gath allowed to build full tank, then do 1300 true damage with the click of a button?

What kind of balance team is running in League? I can't even wait for that new item that gives you 100% extra bonus health when 3 enemy champions are nearby, so he's going to be doing 2000 true damage with the press of the r key. Excuse me, but I don't see how that is fair in any way.

Some maths for those not in the know: Cho'gath ult (rank 3): 650 + (30% AP) + (10 Bonus Health)

So, in order for a Cho'gath, full tank, to reach 1300 damage, he needs at least 6500 bonus health. Not base health, bonus health. Which, is reachable by building 6 Warmog's, and then about 10.625 stacks of his passive. Take a second and consider the legitimacy of this. You would have no MS, jack shit for resists, as well as literally no damage on any of your other spells.

Dont forget the new tank item that increases the health by 100%, so basically 2.5k true damage ults will be seen more often
