Nerf veigar insta stun but keep annies because hers does damage....

Veigar has potential unlimited AP which makes his power budget low on other parts of his kit. His instant stun was an AoE stun that was up pretty often and when locked in by it, it meant certain death. Annie's needs four casts to activate and her only AoE stun is a dodgeable ULTIMATE ability. She also has less range.

Annie is very strong right now but do not compare Veigar with Annie. Both are toxic mids but Veigar was much worse. He still is extremely unhealthy, but is better now.

Annie's stun is linked to her damaging abilities, of course it's gonna do damage. And how would you suggest they make it a delayed stun on damage?
