volibear top or jungle

So I've mained bear for a while now and like him top and jungle. but with the recent nerf he's a bit harder in the jungle. which is better for him right now, top or jung? in my experiences when I'm top i get a bit more damage so i can do more late, but as a jungle he has good potential to get lanes fed and eat a ton of damage late. which do you guys prefer and why?
