Leaver Buster- an idea to improve it

After being leaverbustered myself I did a little research on how it works and found a slight fault in it. Obviously, the reason why it was made was to help stop people from leaving games and make the gaming experience better. If someone doesn't play the entire game then there is really no excuse for them, but what if you missed part of a game due to your computer crashing or something else? I think that if someone was playing the game for the most part and lets say they only missed the first three minutes, their team and the other team could vote somehow on whether it negatively affected their gaming experience. Sort of like the honor system, but instead a little popup window comes up and says "so and so was afk during part of the game, Did this affect your gaming experience negatively? y/n This would be a little fairer to someone who was absent during a little bit of the game but worked to catch up and help the team.
