Can we get approximate statistics on key drop rates for party sizes?

This way I'd know if I'm the most unlucky person NA or if it's supposed to be one key fragment per 15+ wins.

Currently at 18 wins and 1 fragment. Mostly solo games, but the fragment was from a 3man.

I'm starting to think that there is a cap. When you have a chest available you can get keys easily but when you don't the cap is one per day, does that line up with anyone's experience?
