Can Zilean get his Q back to 100% again?

I mean Zoe is doing like what? 130% of her damage on 1 Q and the cd is low. Her E does about 210 + 50% ap scaling + extra damage. Zilean in reality only has 1 damaging spell. 1

He has really decent damage, not to mention he can pop his Q TWISE. But I get that without his Q he has no other damage ability, he's not really suppose to be a mage, but I agree that he needs a damage ability since Soraka has 2 as well as Janna meanwhile... Zilean item 3070 .

Technically he has two but it's just a spam of Q. He kinda needs a little spice on his two Qs.

I mean I for one don't think buffs are needed and in the end with 2 Q's so the scaling is basically doubled,that only gives 20% more AP scaling.

The original damage was 100%, it's 90% now and that was pretty crippling for someone who relies on exactly one attack that is easily dodged. 20% more scaling is a lot. It's like saying you build 1000 ap only to get 100 points chopped off of your only damaging spell. He used to be and was labeled Mage/Assassin for goodness sake. If they are not going to buff it, at least make E less lackluster when anybody can easily use their mobility spells to dodge all your attacks.
