The Flaw in the 10 out of 10 ideology IMO
TL;DR : I'm ranting. League last champions are clearly overwhelming compared to older ones creating a power creep effect.
Honnestly, I'd rather see Omen come out, even if that means having him in the "bad section" of characters.
*** Comparaison with TCG**
Take for example Hearthstone, or any TCG, for examples. There WILL BE some subpar cards even some strictly worse cards than others. Does that mean the game is unbalanced ? No.
It only means that some elements of the game are a bit weaker than others. Is it okay ? YES, it is. If Riot stays with the mentality that new champions must be a 10 out of 10, we'll end up with crazy power creep happenning (And it is hapenning right now)
*** The Power Creep Effect**
The League of Mobility isn't over because of juggernauts, in fact it's probably worse than ever because you have to kite these juggernauts. Just check the last 7 champions regarding the power creep.
Tahm : Semi global bringing an ally with him (R) + immunes an ally champion while getting MS boost (W) (FOR A TANK !) Ekko : Double Dash E + Rewind position R Bard : I have nothing to say about him he's really in a good spot. Rek'Sai : Global movement ult + E dash (without saying all the crazy shennanigans about the CC (And once again, A TANK ! And also an overall better Nocturne) Kalista : Her Passive is just crazy in that regard (without counting her ult for her allies, I used to compare her to Ashe pre-rework with a dash) Azir : Nothing excessive there since they nerfed him, but he was hell of a problem. Gnar : One of the champions that can deally crazy amount of damage without even building damage.
5 of these 7 characters are picked quite often in the competitive scene (We could even add the craziness of Darius on the world scene). Riot isn't even trying to work around the power creep, they are creating it. And this is why we are at a point where reworking characters is needed (and often fail). The ramp is at his peak right now and it'll be hard to stop it. Yes, Riot is releasing cooler champions every day, but this is becoming a problem because they are burrying cool older characters.
*** The MF Rework**
Right now, Riot is desesperatly trying to make MF work and I don't think they'll be able to. The concept behind Miss Fortune is super fun and all. But since she has no real escape / kiting mechanic to be a "proper meta ADC" I doubt she will ever see REAL play in the bot lane. Does it mean she isn't fun ? No. But there was a time where MF was a legit pick in ADC because she wasn't chased down in every game by all meta picks.
*** Trying to bring all champs over the line**
This is where it becomes "complicated". In the last few patches Riot tried to bring characters up to par with the new overwhelming characters. (IMO with Devourer + Juggernaut) THe effect that this had on the game was so obvious in ranked bans. When Devourer got out we saw all the older ban disappear (it doesn't mean that they were nerfed or fixed) and being replaced by devourer junglers. We saw Shyvana, Yi, Kayle, Xin banned every game. Then they got out with the juggernauts. And then you saw all 4 of these juggernaut banned, with nothing (until last 2 patches) done with devourer.
Yes it's good that you are bringing new characters to the table... But it doesn't solve the issue, the previous subpar champions are just being burried farther and farther compared to these new power picks.

It's not the first time this subject has been talked about in the League community. I just have the feeling that it isn't being taken seriously.
