META - how should I know, what META is right now?

I have important question. Everyone is talking about META - I understand it is a state after new patch, where most of the champions get boost or nerf, some are more stronger than others or on the other side they are weaker. But how can I figure it out, which champion is good for current meta? Are there any official ladders, analysis of picks or some sort of tips, which champion is the CURRENT-META-BEST?

There are a few websites with a ladders, like champion.gg or op.gg (I don't like it, because it shows only favourite picks from Korea). But is this enough, or there is another, better website talking about meta?

Same thing for items - new patch, boost/nerf, everything change. I deal with it by probuilds.net and with my own mind, but I still think it is not enough.
