How to Save Ohmwrecker: Make it a Jungler Item

I've been playing Ivern more recently and noticed something: most of the jungler items suck for the playstyle he has. He's a support jungler, so naturally he builds support items on a jungler's income. Ohmwrecker is an item I built once, in a One for All game for the hell of it and never see in any real games.

Why not make it a built out of the jungler item tree? To avoid it being OP on carry junglers I still wouldn't give it offensive stats, but on someone like Ivern it would be really useful! By gating it into the jungler tree this avoids it being abused by laners. And if this change were to come about coordinated teams and high elo would see changes to the meta I'm sure, but I'd like to find a way to make the Ohmwrecker active actually useful for at least one champion enough to be a niche item instead of a dead one.

Its really just a item that nobody uses, it has its uses for tower diving but nobody really uses it since you build/get tons of hp later in the game where you can just dive for free.

I've been begging for an Ohmwrecker buff for a while (literally years). I like the unique style it can provide, the utility, but due to towers being a non-factor in League of Legends these days, it doesn't carry its weight. I would be ecstatic if Ohmwrecker had a Unique Passive ability that once every 60 seconds your first Auto Attack will do X% target turret Maximum HP. It would give a passive 60-sec nuke and an active disable (think really toned down rift Herald charge, maybe 1/4th that damage), something that a jungler can throw on themselves. Dive the turret and help take it as fast as Red Buff used to help take turrets. I just want to Ohmwrecker to be viable, I love the design idea of it, always have.

It would be interesting to see it as a smite item. It's 25g over the finished cost of all the completed smite items.
