No, because first you're going to ban Veigar/Shaco/Maokai/Evelynn/Zed.

Then you're going to want more bans so you can remove Nasus/Fizz/Karthus/Yuumi/Jhin.

Then you're going to want even more bans so you can remove Ezreal/Jax/Xin Zhao/Tryndamere/Pyke.

So on and so forth.
