Rigged matchmaking?

So I decided I might as well boot up ranked and try get gold before the end of the season. Within a week I climbed 2 divisions from only playing in my sparse free time. Then I hit silver 3... my win streak stopped right there and the matchmaking gods beat down on my poor innocent LP.

Every game I had at least 2 lanes that straight up inted and the other going even, never a lead in any lane. Sometimes I even had straight up blatant trolls and inters which reports seem to have had little effect on (which basically go after every game now). At first I thought it was just some bad luck and eventually the other team would be the one with the bad inting players but alas. Over and over I get matched with players so incompetent that they can easily end up with less than 100 cs at 20 minutes.

If i then jump into a normal or blind my mmr is so low that I am basically faker with my average skills I even went 27/6 with almost 60k damage in a normal purely because the matchmaking was so bad. I though my streak was over and hopped into ranked and once again I get matched with incompetent players.

Am I really just the unluckiest guy in matchmaking or could the system be targeting me?
