Making Summoner Spells Viable.

flash/Ignite will always be Flash/Ignite. We're not even going to argue the dynamics here. With the changes to heal and exhaust, They've become very viable and are resent in every game. I'm sue the community is grateful for this increase in viable summoner spells. However, we can do more. This is about the other summoner spells with a less than 3% pickrate.

Barrier- Its clear that we have a bursting problem in the mid lane. Barrier was supposed to be the selfish life-saving equivalent of heal. So why no endeavor to make it effective? Keep the values the same, but make it add 15% damage reduction while active.(meaning if your 3 kills ahead you can probably still blow through it, and if they use it ineffectively it wont just botch a kill by accident)

Its not an impassable amount of protection, and having flat damage reduction makes the shield attractive and effective even in the late game if they have a little bit of health and resistances. This STILL wont likely make it as desirable as heal, but it would create distinction. Also, in harder lanes, grabbing semi defensive items would increase survivablility and reduce snowballing.

Clairvoyance- I know you thought of this already, but you need to do it. Add true sight of champions hit within the radius. Its simple, and needs to be done. Most people who would even take clairv for this effect will lose out on an extremely vital combat summoner. Just make the spell worth it. Please. Khazix Akali Shaco Talon MonkeyKing Vayne Clarity- This spell is literally never taken by anyone who isn't below level 20. This spell is a piss-poor counterpart of Heal, and there are a lot of functionalities that you could come up with on the fly that make me surprised that they haven't been implemented.

Firstly, It needs to restore energy as well. There is no reason this isn't in effect already. Second, Give all champions hit a free lissandra passive. This could be indefinite duration and the spell still wouldn't be overpowered. And....uh...Thoughts?
