How come Sylas can steal an even if you don't have one yet?

How can Sylas steal an ult you don't have yet? Example is if I'm level 5 still.

Guess the reason for it is that he should get the opportunity if he hits level 6 first just like any other champion that hits 6 first can all in with ult while their opponent doesn't have it yet.
As to the how, I guess the ult is embedded in the champion. Just because you haven't learned it, doesn't mean you don't have it.
He doesn't "steal" the magic in the first place, i think. He copies it. Even if the wielder is unaware of it or have no control over it.
What he mimics is your champion's potential. That potential is sleeping within until level 6, upon which it awakens.
(Except for Ryze, who likes to awaken it after level 11)
