A New Rotating Gamemode Idea

I have an idea for a fun gamemode for the upcoming rotating queue. How about a game where all the passives are not Unique. Therefore are stackable XD. Imagine a Brand with 5 item 3151. Or someone with a few item 3116. I think that there would also need to be some buffs made to the champions so that the games do take forever waiting for that 3rd item 3100 , but just imagine the fun :D. i dont think that would be fun. some champs would be too OP. It would be twitch with 5 sunfire all over again. or rammus with 2 abyssal, 2 sunfire, a thorrnmail and boots. you could stack BT´s Lifesteal or Spellvamp. Doesnt sound that fun to me. [zombie-nunu-bummed]
