Can Vlad get any sort of treatment?

I honestly think that Vlad needs some kind of balance change. Up to this point, I have not found a single way to kill Vlad or counter him with any champ or any attempt to outplay him. He is extemly toxic to fight and just undos all the efforts of trying to kill him in 10 seconds. If there is some counterplay, please tell me. The obvious one is that his Q has a high cd in early. But he obviously still has his pool, which literally destroys all my odds of all-ining him when he uses his Q. His E can be used in pool and has a stupid amount of dmg. His pool has a 18 sec cd and can be used every fucking time I try to engage, because I too have cds and not every situation is perfect for an engage. His ult heals everything his Q couldn't + it heals from minions. He is way too fucking safe and deals way to much dmg with 1 item. Like holy shit is that a huge amount of bs.
