Are there any plans to remove the rune cap?

As it stands, you can't have every rune unlocked (T1, T2, and T3). Now, realistically, most people probably wouldn't run into that issue, and if you do, Riot support is very helpful about removing runes from your account to make room for newer ones. The issue is, would it not be easier to just remove the cap overall? I think that would be really beneficial to all the rune page completionists out there :p Thoughts?
