honor for keys?

can we PLEASE make key fragments more consistent? i haven't seen a key fragment since before the last 2 patches and i'm always stuck with 2/3 fucking fragments. Maybe tying it in with the honor system would make people be less toxic to earn more keys, similar to how you need to play a variety of champions and be good with them to earn chests. JUST AN IDEA.
