Why do tank items towards ad cost so cheap and have passives on some of the components before the actual item? And why does ad items cost so high and the top ad items components have no passives?

at the end of the game, AD items tend to end the game. You don't want them doing too much early

they also tend to lend to a lot of snowballing.

that still doesn't make up where there aren't many components with some kind of useful passive

"you win the game" is a pretty useful passive

End AD items are so strong together, that if you gave them easier or better paths to build, all you would see is 5 AD teams. Making them more expensive and less helpful until end game, gives the other types of champs the ability to stay even so they don't get rolled over constantly.

that kinda sucks to be honest that just mean ad get rolled over early...

its a balance, ad is about farming correctly, positioning for fights and not getting caught out, till you can lay the smack down. Some AD's get power spikes depending on what items they get, like Corki with Trinity force, etc...so its just like a chess game...which ad vs what ad and support, what items vs what opponents..etc..
