why can l kled tower dive with no reprecussions

kled losing skaarl leaves him briefly invincible and negates all cc on allowing him to tower dive anyone with almost no punishment. And playing champs with hard cc seem almost useless against kled, as an example champs with suppressions like malz and skarner get interrupted by the dismount mid ult, kinda of annoying to face some one with a built in automatic qss that activates when going under 50% hp.
