We need gems! Or Enhancement (Stone, Rock, Pencil, etc)

I was inspired by the 'Final Word' suggestion where he talks about how Last Whisperer would benefit from an upgrade version of itself. (Link Below) http://boards.na.leagueoflegends.com/en/c/gameplay-balance/0i78AOaA-the-final-word-an-upgrade-for-last-whisper

Now what I was thinking is that I really enjoy what they did with the jungle items, it really does feel like you have multiple choices you can pick for your gameplay style not only the stats but also the item effect. Wouldn't this be great if a lot of the items that other lanes use commonly had these options? Maybe not a effect change but just stats upgrade gems? For example if we had a void staff would it be great if you can choose a gem to add another type of stat? Maybe Cooldown reduction, Mana regen, More Ap, Or more magic pen. It would be for a cost but it could open a lot of new gameplay mobility for players for wants to see the fun of creating a new build that isn't the 'one build works best' delema that we are currently facing at this moment, but can also improve those builds that currently work and allow for more flexibly gameplay. This idea might have been suggested before and I'm sorry if I'm bring it up again. But I would love to hear thoughts about this suggestion!

Way complex but a nice idea all the same.

I'm sure a Rioter said it somewhere, but in order to do that they would have to recode the item into the game and add ontop of that more coding for each variation of that upgraded item and also more coding for the game to register which enhancement you want to buy, etc. all in all it's too much coding and not very simple to impliment

*effect at the end of the first sentence in the second paragraph. Also punctuation.

This sounds almost impossible to balance...But I guess it could work given enough time.
