WIth Garen now back in the spotlight, can we please bring back E max first on Garen?

For the past year or so, statistically the best skill to max on Garen first as of now is his Q, rather than E. Many players on the Garen subreddit, as well as some of his best one tricks (Riste, MarineRevenge) all max Q first now, due to the higher burst damage and mobility it offers. His current trading pattern in lane is to quickly wack his opponent with a Q if they're in range and then immediately retreat while they're silenced, saving E for when the enemy goes back in for an extended trade. It's gotten to the point where the best first item for Garen is Trinity Force, of all things, simply to enhance the front-loaded damage on landing a Q.

Garen's E has been lackluster ever since the rework, and is a pale shadow of its former self. Its such an iconic ability and arguably what makes Garen, well, Garen. And yet the simple reality is that maxing E first is just handicapping the Garen player. What early damage it does is mediocre and drawn out over 3 seconds, such that a competent opponent can just out-trade Garen by just standing in his E and unloading their full combo back against him when Garen's Q silence wears off.
